china daily has this report about japan's attitute towards EU arms embargo:
Japan fanned the blaze of a raging row with China on Friday, by saying the lifting of the EU arms embargo on China would be a “big problem” for Asian stability.
and in the second paragrahpy, it says:
Japan is wooing world leaders for a favorable consideration of its bid for a permanent seat at the United Nations Security Council. On Thursday, more than one million people, mostly Chinese, signed their names at the sina.com site to voice their opposition to Japan’s eligibility.
then comes this:
Chinese Government now faces daunting pressure to be tough with Japan, analysts said.
the sina petition of opposing japan's eligibility for a permanent seat at UNSC is here, if you scroll down the "country" list, you will find "japan" is also in it.
i also sign my name but can not find it in the first page, it moves too quick, roughly several thousand names per minute, unbelievable.

is it a manipulation of public opinions? perhaps. but it is certainly not a propaganda.
and fons from china herald has a humorous comment on the possible misunderstanding of this kind of things. but anyway, how can you expect a western reader distinguish between this and this and this and this.
