after reading the article, i searched the term "French military victories", and came with several results:
Your search - french military victories - did not match any documents
Did you mean 'french military defeats
but this is not the only one that google.com makes the frenchman upset:
last week, a pincer movement: First, on Wednesday, President Jacques Chirac met with French Culture Minister Renaud Donnedieu de Vabres and the head of the National Library, Jean-Noel Jeanneney, to ask them to "analyze the conditions under which the collections of the great libraries in France and Europe could be put more widely and more rapidly on the Internet." The plan is a direct response to Google's current pet project: putting the collections of some of the world's best libraries online. In other words, they are taking close to 15 million works from collections at Harvard, Stanford, Oxford and the New York Public Library and creating a virtual library. While these great collections do contain non-English works, France is worried that -- yet again -- English prose and bias will dominate and France's bon mots will, helas, become but quaint oddities. In December, French library guru Jeanneney said it would "deleterious and detestable" for the image of France if the most popular texts about the French Revolution were written by native English speakers.

i can't remember whether the author of Cultural Imperialism is a frenchman, but france is always quite sensitive with french culture's share of voice.
while the frenchman worries about the domination of english stuff on the web, many chinese worry that the society doesn't give enough "share of voice" to those migrant workers, peasants, "entrepreneurs", etc in the media.
opinions of those who have the largest chunk of share of voice in the media doesn't necessarliy represent the whole picture. even professor lang's
view on SOE and MBO does make sense, his way of presenting his view in the media is not a good example, many will learn the same trick to promote their own views not based on their opinions but based on their share of voice in the media, and we know what can buy share of voice in china today - money.
