What do you mean by the public abusing freedom of speech?
mass media especially the internet use the freedom of speech to fan public sentiment against the increasing gap between the rich and the poor for commercial purpose, such sentiments became the social base for old guards to launch campaigns against further advancement of market reform, many of them attracted supporters in the name of restructing a society of justice like the good old days of Mao era.
in fact, it's not the market reform that causes all these social ills, a lot of the problems lie in the monopoly of government power in economic life, and only deeper and wider market reform could limit such power monopoly and narrow the gap between the rich and the poor. mass media usually don't touch the core of these problems since such topics don't attract eyeballs and are usually taboos.
so you have freedom of speech abused by commercial media and inadequate freedom of speech to touch the core issues at the same time in china.
