排除办法：
打开注册表编辑器，
HKEY_LOCAL_MACHINE\Software\Microsoft\
Windows\CurrentVersion\Winlogon ，这是一个主键，
或在HKEY_LOCAL_MACHINE\Software\Microsoft\
Windows\CurrentVersion\policies\system，
或在HKEY_LOCAL_MACHINE\Software\Microsoft\
Windows NT\CurrentVersion\Reg Values\MACHINE/Software/Microsoft/
Windows/CurrentVersion/Policies/System/LegalNoticeCaption，
在右边窗口中找到“LegalNoticeCaption”和“LegalNoticeText”这两个字符串，
删除这两个字符串就可以解决问题了
